What is AMOS STAR?

The Project

AMOS STAR (Advanced Maui Optical and Space Surveillance Technologies and Research) is a proposed U.S. Air Force facility on the summit of Haleakalā. The project would expand military surveillance infrastructure on sacred Hawaiian land, involving significant construction and permanent alterations to the landscape.

The Impact

The Air Force's own assessment acknowledges "adverse effects" to Haleakalā as a Traditional Cultural Property under Section 106 of the National Historic Preservation Act. This admission recognizes the profound cultural and spiritual significance of this sacred site to Native Hawaiians.

The Legal Problem

Despite acknowledging these harms, the Air Force has failed to conduct a genuine alternatives analysis as required by federal law. They have not proven that alternative locations are infeasible, violating both NEPA and Section 106 requirements.
