Request Consulting Party Status
Formally request to be included as a consulting party in the Section 106 process. This gives you formal standing to provide input on alternatives and mitigation.
Demand Alternatives Analysis
Specifically request that the Air Force analyze avoidance alternatives before proceeding to mitigation measures. This is required by Section 106 regulations.
Request Government Consultation

Re: Comments on AMOS STAR Environmental Assessment
I write to express serious concerns about the AMOS STAR project's compliance with federal environmental and historic preservation laws.
The Environmental Assessment fails to meet NEPA's requirement to "rigorously explore and objectively evaluate all reasonable alternatives." The cursory dismissal of continental U.S. sites without technical analysis is inadequate. I request that the Air Force:
1. Conduct detailed feasibility studies of White Sands, Mount Hopkins, and other alternative locations
2. Provide objective analysis demonstrating these alternatives cannot meet mission requirements
3. Prepare a Supplemental EIS addressing alternatives analysis deficiencies
Additionally, the Section 106 process fails to adequately consider avoidance alternatives as required before proceeding to mitigation. Given the acknowledged adverse effects to Haleakalā as a Traditional Cultural Property, genuine exploration of avoidance through alternative locations is legally required.
